On updateBusinessTemplateFromUrl, do not install the business template or run any script if the business template was already installed with the same revision or newer. The Exception is if reinstall parameter is True.

on the initial priority. The minimum was 1.

This lowers to some mean value, as 6 appears to be sometimes excessive.

This fixes several unit tests (with not executable activities) where an object
is created and deleted in the same transaction, whereas an interaction
(ex: document_security_interaction_workflow) creates activities for this object
just before committing. The 'flush' happens earlier.
