Move file one folder level up to avoid namespace conflict

Clusters::Cluster::KnativeServicesFinder becomes
Clusters::KnativeServicesFinder

This is to avoid loading race condition between:

```
module Clusters
  class Cluster < ApplicationRecord
```

and

```
module Clusters
  class Cluster
