Babel nodes are required to be able to receive 1280 byte packets.

This is no longer needed now that duplicates are checked in flushupdates.

This makes it more likely that an update will go out as a single prefix
message rather than an update followed with a prefix.

This could happen when the clock is stepped.

This would cause an infinite loop when the clock was stepped.
