This adds a Rails generator for creating the new Usage Ping
instrumentation classes along with spec stubs.

Added generator files to Danger tracking.

Excluded RSpec/TopLevelDescribePath from fixtures to fix Rubocop treating
them like RSpec files.

Added docs for the instrumentation generator.
