In https://gitlab.com/gitlab-org/gitlab/-/issues/212211 we added
support for custom Dockerfile paths for Auto DevOps via the
DOCKERFILE_PATH CI variable, but the workflow rule detection only
looks for a Dockerfile at the project root.
