As mentioned in https://gitlab.com/gitlab-org/gitlab/-/issues/224457 we
need to create missing `Vulnerabilities::IssueLink` objects for
Vulnerabilities that do not have them yet but have an associated
`Vulnerabilities::Feedback` with type of `issue`.
