GitLab recommends to use a shared, single repository as the agent configuration
and manifest projects. Otherwise, the manifest repository should be public as the agent is allowed to read only its own configuration repository. Our backlog contains issues for adding support for
[private manifest repositories outside of the configuration project](https://gitlab.com/gitlab-org/gitlab/-/issues/220912) and
