Skip the true up check for validating licenses that have the
`skip_true_up` flag set to `true`. Continue to validate true up figures
for licenses that do not have this flag at all, or have it set to
`false`. This allows us to bypass the true up validations for users that
have opted in to quarterly reconciliation and have been paying for
additional users each quarter.

Prior to this change there were several different styles for declaring
the top level describe block in the License validation specs. This made
it difficult to easily see which validation is being tested where.

This commit re-groups the existing validation specs in this file to be
under a consistent title (the validation method name).
