This uses the logic for issue rebalancing in the issue base services.

The main thing is the change in the placement worker query to be a
most-recent sweep of unpositioned issues.

This also moves the worker invocation out of the new_issue_worker

This adds an issue_placement_worker that places recently created
unpositioned issues either at the end or the start of the issue set.

Now that it is set asychronously, it may very well be nil after
creation.

This operation does not need to be performed synchronously
