We can do this now that we have merged CE/EE, the variable

pipeline, but introduced another:

Namely, forks cannot use the project-set $DOCS_GITLAB_REPO_SUFFIX
variable, so they will fail at the internal links test. For example
https://gitlab.com/briankabiro/gitlab-ee/-/jobs/460294523.

Nanoc would create the content under 'public/doc/', whereas it should
be 'public/ee/', since we have some hardcoded links set in
https://gitlab.com/gitlab-org/gitlab-docs/-/blob/887850752fc0e72856da6632db132f005ba77f16/content/index.erb#L44-63

When routing paths to exposed job artifacts, we were always using the
destination project. However, in a cross-project MR, the job exposing
the artifacts is run in the source project, not in the destination
project. Change the arguments to project_job_path() to always use the
job's project for constructing the URL path.

!23738 tried a more expansive fix but this wasn't doable thanks to
project_job_path() also being a hidden Rails-generated helper function
which did take both project and job as an argument.

This enforces that there is only one service template per type.
- Delete all the duplicated service template by type keeping the
  template with the lowest `id` because that is the service template

- Add Rails validation
- Add unique index having database validation

The permission error is shared between Group and project  import/export
so move this to the error class so that the functionality can be shared
by the different call sites.

We want to ensure that all exceptions go through the same exception
handler so that we have consistent error handling.

Update manual logging instances to use the shared handler so that we can
take advantage of the exception handling introduced in
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/17819

Ensure that all raised errors are logged to this shared handler before
continuing to raise.
