Make burndown chart timezone aware

This adds an events API to the milestone API endpoints. These
endpoints are used by the burndown charts so they can be rendered on
the frontend.

Rendering on the frontend makes sure that the viewer's time zone is
taking into account.

when the commit message in the /resolve_conflicts endpoint contains a
UTF-8 character, the conversion to the Gitaly ASCII-8BIT value may flag
an error. To fix this, we run `force_encoding` on the commit message.
