A word with a British spelling variant we should be keeping an eye
out for in our documentation. Added several variations on the word.

Revise internal handbook link due to change.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

To standardize the docs, we should make sure to not
use relative links that start with dot slash

Re-flow notes into body text, on pages not owned by a specific stage.

Yet more pages that need to be marked as "none" for stages.

Also add additional information about how to request legal
reviews for new, unapproved JavaScript licenses.

This MR moves the docs from telemetry to product_analytics
