This commit is a follow up to
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/77236
and adds the group level counterpart to the existing
Project Access Token UI. Group Access Tokens can already be created
by instance administrators via rails console or users via GitLab
REST API but not yet on the UI itself. The new page allows group
owners to list, create and delete said tokens.

Allows basic auth and deploy token  on all generic packages endpoints

The package file model in the database does not rely on the the package
name, version, or filename as its unique key.

As a result, it permits uploading many packages under the same entry,
while retrieving the most recently added entry when fetched back.

The UI also shows all of the separately stored entries.

Corrects clear typos in doc/ from Vale warnings

Adds double quotes to cURL examples in install, migrate_ci_to_ce,
topics, update, and user docs to enforce standards.

In https://gitlab.com/groups/gitlab-org/-/epics/5020, we decided to
use only two alerts (note, warning), and eliminate any bold text
coming after the icon.

This changes CAUTION to WARNING and eliminates any
**Warning:**/**Caution:** text that comes after them.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

To standardize the docs, we should make sure to not
use relative links that start with dot slash

Enable `generic_packages` feature flag by default and update the
corresponding section in the documentation.
