This change enabled pending builds parity feature flag by default and
also introduced a next feature flag that makes it possible to use the
data stored in `ci_pending_builds` table.

Changelog: performance

This change makes it possible to perform a join with a separate table
that stores the queue of pending builds.

Instead of traversing a very large table that holds all builds that have
been processed and these that are pending too, we maintain a small table
that just stores a small amount of builds that are in the pending state.

This migration ensures that all pending builds do have entires in
`ci_pending_builds` table and that we can start reading them from the
new location.
