Decision in qualiity meeting on 4/22/20 to push new tests into regular
pipelines to avoid accumulation without them being promoted. The
current guideline to have 7 days passing tests is rarely met due to
issues outside of our control.

Prefer releasing tests and quarantine as necessary due to existing
reasons such as flakiness to insure new tests receive proper amount
of attention.
