**Why?**
We're just trying to set up the integration test
environment right now. This test will be improved upon
in an upcoming MR.

**What happened?**
Previously we just checked the immediate parent
to see if the module was being included from eslint.
Now we recursively check all the parents.

Also moves this eslint check to it's own config/helper

**Note:**
This will be improved upon with a custom test
helper. But for now, this just sets up the
infrastructure for FE integration specs.

**Why?**
To write [FE integration tests][1], we will need
to have two related but different environments.
The best way to do this is with two configs and
a base config.
