This makes the CONFIG_VIDEO_PROC_FS question depend on CONFIG_PROC_FS.
Additionally, this changes all tests/comments about CONFIG_PROC_FS &&
CONFIG_VIDEO_PROC_FS to be just CONFIG_VIDEO_PROC_FS.
