Patch from Ben Dooks

This patch fixes the following problems:

- panic() in reset should be warning print, so that the
  system can then be soft-reset if this ever happens

- arch_idle() can now be over-ridden for purposes of
  implementing dyanmic voltage scaling (DVS) or any
  other form of idling
