rtlwifi: rtl8192de: use generic rtl_query_rxpwrpercentage

Function _rtl92d_query_rxpwrpercentage is identical to the generic
version rtl_query_rxpwrpercentage. Remove _rtl92d_query_rxpwrpercentage
and use the generic function.
