staging: rtl8723bs: Remove rtw_btcoex_PowerOnSetting()

Remove function rtw_btcoex_PowerOnSetting as all it does is call
hal_btcoex_PowerOnSetting.
Modify call sites accordingly.
Issue found with Coccinelle.
