scripts/gdb: fix invocation when CONFIG_COMMON_CLK is not set
CLK_GET_RATE_NOCACHE depends on CONFIG_COMMON_CLK. Importing constants.py when CONFIG_COMMON_CLK is not defined causes: (gdb) lx-symbols (...)
