Use Cython as a prerequirement to generate pcap.c during the pip
installation for compatibility with the Python version of the user.

- Run : Print on stdout the exception that occured to explicitely aware the user
that a command failed.
- Main : Add membership interface creation failure to error message when an
exception is raised in `add_membership_interface` method

Allow to run PIM, IGMP or MLD on working interfaces even if it failed for other
interfaces listed in the configuration file.

Reading install_requires from requirements.txt makes it impossible to install
from pypi archive by simply running `python setup.py install` as
requirements.txt is not part of the archive.
