Allow to detect if instance has been processed or not.

It will be used by other components of the import instance to know if
we are in a stable state or if update of backup is ongoing.

Every import had side effects.

Allows to not have to backport all changes to KVM test suite.

 Include a minor random delay before start to not request all
 sites at same time from multiple computers.
