New worklist cache behaviour to avoid problems when alarm and users were triggering a refresh in parallel:
- only the alarm can trigger a worklist refresh
- refreshing uses DELETE/INSERT instead of DROP/CREATE/INSERT.

Remove stepCheckReferenceIsIncreasedEveryDay test: it fails for 10 days on every new year since it moves counter dates 10 days in the past and expects their reference to be increasing. testERP5BankingCounterDate tests that behaviour more accurately.

Use start date to guess the year for which the reference will be computed, this allows testing reference generation for non-current year (start_date is verified to be the same as now in regular use).
Remove an unneeded date cast in catalog parameters.
