Fix macro inheritance bug

       options were treated as errors.

       (This was an ill-considered temporary attempt to
       make used of the new bootstrap script easier.)

Moved the download locatiion to downloads.buildout.org.

Son't set buildout:accept-buildout-test-releases. It isn't used any
more.

Maybe we can work with older versions of the egg recipe and other
recipes that biuild on it, making rollout of buildout 2 a bit simpler.
