bcachefs: BTREE_ITER_WITH_UPDATES

This drops bch2_btree_iter_peek_with_updates() and replaces it with a
new flag, BTREE_ITER_WITH_UPDATES, and also reworks
bch2_btree_iter_peek_slot() to respect it too.
