In labkit-ruby, there are publishers for popular HTTP clients used by
Gitlab. Those publishers publish events via ActiveRecord::Notification.
Those events should be captured, accumulated by request, then displayed
in Rails logs, Sidekiq logs, and Performance Bar.

Extracts the custom stage form fields
into a separate component

Adds the `add stage button`

Allows addition of additional custom
stages to a value stream in the form

This removes all the relevant code from the component, and significantly
rewrites the component specs, since they weren't written in a way that
made it easy to simply remove contexts/tests.

The removed code was added in
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/48769, and the
feature flag was enabled by default in
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/49572.

When adding a list to a board, fetch labels using VueX and GraphQL

- Also disables the form so that hitting enter on
  the branch name input won't try to submit the
  form.
- Does not add fork button yet, because this is a
  bit more involved, so we're trying to do this
  iteratively.

- We were also able to remove a number of
redundant specs
