Fix job trace polling bug

Only start trace polling
when the job has started
and has a trace. Do not
poll if page is not visible.

Also update spec to await for errorMessage
component to be loaded.

This helps optimize the IDE page bundle

- This causes timeouts in Jest because the compilation
happens at runtime. Also the loadDeferred state is the
most significant performance boost here.

This reverts commit b76d58ac, reversing
changes made to 6592ee22.
