When replying to a notification from GitLab, it can be non-obvious as
to how to ping the person I am responding to without looking for their
username in Gitlab.

By adding the username to the From header in the form of From: User
Name (@user), it is much more clear as to how to ping a person in the
response.

When we emit metrics for Sidekiq workers, we were only adding some
labels for workers defined in our application code.
ActionMailer::MailDeliveryJob comes from Rails - we don't define that
class. But we still want to add these labels to the metrics. The urgency
label in particular is important, as it's used for calculating SLIs;
without that label, we current have no SLIs for the mailers queue.

This is being done for the blob dropdown
zone functionality within the project
breadcrumbs
