drm/amd/display: reduce sr_xxx_time by 3 us when ppt disable

[Why]
when ppt disabled, the watermark doesn't get fine tune causing
underflow.

[How]
It is a temporary solution to reduce sr_xxx_time by 3 us when ppt
disable.
